Michael Stovern is a technical expert with 10+ years experience in regulatory compliance, source emissions performance testing, test method development and regulatory approvals of new technology. He is a former US Environmental Protection Agency enforcement official and national expert with exceptional knowledge of the Clean Air Act (CAA), regulatory permitting process and new method approvals.
Michael has significant field experience inspecting over 150 different industrial sources subject to the CAA and developed and settled dozens of regulatory enforcement actions. He seeks to leverage his knowledge, contacts and experience regarding regulatory enforcement to his clients advantage.
Michael was the EPA Region 8 Stack Test Coordinator and led the region's stack testing program for 8 years. In that time, he tested more than 100 different stationary sources including engines and enclosed combustion devices (ECDs) at upstream and midstream oil and gas facilities. He is no stranger to the challenges of performance testing and has leveraged his experience to author a first-of-its-kind test method, OTM-52. This method provides a cost effective and highly accurate approach to determining the efficiency of intermittently operating enclosed combustion devices at upstream oil and gas facilities and has been adopted by both federal and state programs. His experience and deep knowledge of regulatory test methods provides a level of efficiency and accuracy that is hard to match.
Michael has also led the regulatory approval of multiple new monitoring technologies through the federal framework outlined in NSPS OOOOb and State frameworks such as Colorado's Alt AIMM. His experience developing these programs and leading reviews of new technology applications provides an unparalleled insight to how to efficiently and cost effectively navigate this complex regulatory process.
